[서울=글로벌뉴스통신]아제르바이잔 대사관(Greetings from the Embassy of Azerbaijan)이 한국시간 11월12일(목)오후 아제르바이잔 공화국 대통령, 아르메니아 공화국 총리,러시아 연방 대통령의 선언문을 발표하였다.
-선언문-
2020년 11월 10일 우리는, 아제르바이잔 공화국 I. H. 알리예프 대통령, 아르메니아 공화국 N. V. 파시냔 총리, 러시아 연방 V. 푸틴 대통령은 다음과 같이 선언한다.
1. 나고르노-카라바흐 분쟁 지역의 완전한 휴전과 모든 적대행위 종식은 2020년 11월 10일 모스크바 시간으로 0:00시에 도입된다. 아제르바이잔 공화국 및 아르메니아 공화국(이하 "당사국"이라 한다)은 현재의 위치에서 정지한다.
2. 아그담 지구는 2020년 11월 20일 이전에 아제르바이잔 공화국으로 반환된다.
3. 나고르노-카라바흐의 접촉선과 라친 통로(Lachin Corridor)를 따라 러시아 연방평화유지국은 소형무기를 보유한 굮 병력 1,960명, 병력 수송용 장갑차 90대, 자동차 및 특수장비 380대 규모로 배치된다.
4. 러시아 연방의 평화유지국은 아르메니아굮의 철수와 병행하여 배치된다. 러시아 연방의 평화유지국 체류기간은 5년으로, 당사국 중 어느 쪽도 이 조항의 적용이 만료되기 6개월 전에 선얶하지 않는 경우 자동으로 5년 더 연장된다.
5. 분쟁 당사국들의 합의이행 통제의 효율성을 높이기 위하여 평화유지센터를 배치하여 휴전에 대한 통제를 실시한다.
6. 아르메니아 공화국은 2020년 11월 15일 이전에 칼바자르 지구를, 2020년 12월1일 이전에 라친 지구를 아제르바이잔 공화국으로 반환하는 한편, 나고르노-카라바흐와 아르메니아와의 연계를 제공하고 슈샤 시에 영향을 미치지 않으면서 라친통로(폭 5km)을 유지한다.
당사국들의 합의에 의해, 나고르노-카라바흐와 아르메니아 사이에 통싞을 제공하고, 이후 이 노선을 보호하기 위한 러시아 평화유지굮의 재배치와 함께, 라친 통로를 따라 새로운 노선 건설 계획이 향후 3년 안에 결정된다. 아제르바이잔 공화국은 양방향으로 라친 통로를 따라 이동하는 시민, 차량 및 물품의 안전을 보장한다.
7. 내부 실향민과 난민은 유엔 난민 고등판무관의 관할 하에 나고르노-카라바흐 및 인근 지역으로 돌아간다.
8. 전쟁 포로 및 기타 억류자와 전사자의 시싞 교환이 시행된다.
9. 지역의 모든 경제 및 교통 연결이 복원된다. 아르메니아 공화국은 시민과 차량,물품의 양방향 이동을 제공하기 위하여 아제르바이잔 공화국의 서부 지역과 나흐치반 자치 공화국 사이의 교통연결의 안전을 보장한다. 운송에 대한 통제는 러시아 연방보안국(FSB)의 국경수비대(Border Guard Service) 기관이 수행한다.
당사국들의 합의에 의해, 나흐치반 자치 공화국과 아제르바이잔의 서부 지역을 연결하는 새로운 교통 통신망의 건설이 제공된다.

Statement by the President of the Republic of Azerbaijan,
Prime Minister of the Republic of Armenia
and President of the Russian Federation
10 November 2020
We, President of the Republic of Azerbaijan I. H. Aliyev, Prime Minister of the
Republic of Armenia N. V. Pashinyan and President of the Russian Federation V. V.
Putin, declare the following:
1. A complete ceasefire and a cessation of all hostilities in the zone of the Nagorno�Karabakh conflict shall be introduced at 00:00 hours Moscow time on 10 November
2020. The Republic of Azerbaijan and the Republic of Armenia, hereinafter referred
to as the Parties, shall stop at their current positions.
2. Aghdam district shall be returned to the Republic of Azerbaijan before 20
November 2020.
3. Along the contact line in Nagorno-Karabakh and along the Lachin corridor, a
peacekeeping contingent of the Russian Federation shall be deployed in the amount
of 1,960 military personnel with small arms, 90 armored personnel carriers, 380 units
of automobile and special equipment.
4. The peacekeeping contingent of the Russian Federation shall be deployed in
parallel with the withdrawal of the Armenian armed forces. The period of stay of the
peacekeeping contingent of the Russian Federation is 5 years and shall be
automatically extended by further five-year periods if none of the Parties declares six
months prior to the expiration of the period of its intention to terminate the
application of this provision.
5. In order to increase the effectiveness of control over the implementation of the
agreements by the Parties to the conflict, a peacekeeping center shall be deployed
to exercise control over the ceasefire.
6. The Republic of Armenia shall return Kalbajar district to the Republic of Azerbaijan
before 15 November 2020 and Lachin district before 1 December 2020, while
retaining the Lachin corridor (5km wide), which shall provide a connection of
Nagorno-Karabakh with Armenia and shall not affect the city of Shusha.
By agreement of the Parties, a plan for the construction of a new route along the
Lachin corridor shall be determined in the next three years, providing
communication between Nagorno-Karabakh and Armenia, with subsequent
redeployment of the Russian peacekeeping contingent to protect this route. The
Republic of Azerbaijan shall guarantee the safety of citizens, vehicles and goods
traveling along the Lachin corridor in both directions.
7. Internally displaced persons and refugees shall return to the territory of Nagorno�Karabakh and adjacent districts under the control of the United Nations High
Commissioner for Refugees.
8. The exchange of prisoners of war and other detainees and bodies of the dead
shall be carried out.
9. All economic and transport links in the region shall be restored. The Republic of
Armenia guarantees the safety of transport links between the western regions of the
Republic of Azerbaijan and the Nakhchivan Autonomous Republic in order to
organize unhindered movement of citizens, vehicles and goods in both directions.
Control over transport shall be exercised by the bodies of the Border Guard Service
of the Federal Security Service (FSB) of Russia.
By agreement of the Parties, the construction of new transport communications
linking the Nakhchivan Autonomous Republic with the western regions of Azerbaijan
shall be provided.
